A Top Sector mainly has 'organising capacity': bringing parties (businesses, knowledge institutions and governments) together, setting up research, training and scaling up programmes, and dissemination of knowledge.

It does this by focusing on three pillars: 1. Knowledge and Innovation 2. Internationalization 3. Human Capital Agenda.

Top sectors have one or more Top Consortia for Knowledge and Innovation (TKIs). CLICKNL is the TKI of the top sector Creative Industry. Our mission is to facilitate the trio (knowledge, collaboration and skills) within the creative industry as effectively as possible, which leads to innovative solutions for national, social challenges.

The top sectors have drawn up six Knowledge and Innovation Agendas together with knowledge institutions, government institutions and the business community. Each agenda has a theme. In addition to the four social themes, these are the underlying themes of 'key technologies' (or the KEMs) and 'Social Earning Capacity'. The latter theme is also a CLICKNL program.
