PPP program grant at CLICKNL

Each year CLICKNL receives PPP program surcharge from RVO. The amount CLICKNL receives in surcharge is based on an inventory of PPP research projects from the previous year. The private contributions in those projects provide surcharge that can then be used in new projects.

To the parties that have contributed to the 'generation' of the surcharge (hereinafter: 'partners'), CLICKNL makes available a proportional part of the surcharge paid out by RVO. The reserved surcharge can be used by these partners in new PPP research projects. The amount will remain reserved for them as long as the terms of the scheme allow. Please note that from 2024 the regulation will be modified, and the above will no longer apply!

Use PPP program grant

Partners who want to use the allowance reserved for them can submit a project proposal to CLICKNL. Because a specific part of the PPP program allowance is reserved for each partner, CLICKNL does not evaluate these project proposals in competition but we develop them in co-creation. That is, we discuss project ideas at an early stage so that we jointly develop relevant projects that meet the conditions of the scheme.

The process
As soon as a partner has ideas about using a supplement within a new project, there is contact about the appropriateness (see content information) of the project. The partner then elaborates the idea further in a project proposal (provided with budget and cooperation agreement) and submits it to CLICKNL. After submission, the CLICKNL secretary performs a grant-technical assessment of the proposal, and the Program Council, as an independent advisor, evaluates the research-technical quality and content of the proposal. Ultimately, the CLICKNL Board makes a decision on awarding the grant.

For the formal submission of project proposals, we work with collection dates: during the subsequent board meeting a decision is made on the project proposals that are complete and formally submitted by these dates.

In 2024, we use the following collection moments for completed project proposals:

  • February 2
  • March 15
  • May 24
  • September 6
  • November 15

Good to know: the PPP program allowance scheme is currently being revised by RFO. This means that some of the information as shown on this webpage will no longer apply in 2024. Partners for whom this is relevant have since received more information about this.

Monitoring of PPP projects.
During the lifetime of a project, CLICKNL has to report periodically to RVO on the progress and results of the project. Therefore, the project's coordinator is asked annually for data for the so-called "RVO Monitoring". At the end of a project it is also mandatory to submit a final report, consisting of a final report, financial accountability and management statements.

The content

PPP projects for which PPP program allowance can be used must meet a number of subsidy conditions. CLICKNL also sets a number of substantive requirements. The main conditions are:

Grant technical conditions:

  • The surcharge has an application period of 5 years. This means that costs incurred within the project are only eligible within that period;
  • At least one research institution (as the lead agency) and one company participate in the project. This company must have a clear contribution to the project. This is evident from the project plan and budget. There is actual cooperation: all participants contribute knowledge, and share the results;
  • The project should revolve around research: fundamental research, industrial research and/or experimental research. This is demonstrated by the research objectives described in the project plan;
  • The formal submission should consist of the Project Proposal, Budget, Final Cooperative Agreement and Submission. See templates below.

Content aspects on which CLICKNL assesses projects:

  • The project connects thematically to the Power of Design Agenda and/or the KEM Agenda;
  • The project involves the creative industry to ensure relevant input and an appropriate form of output. Preferably, at least one creative party will be part of the collaboration;
  • Preference is given to design-based research;
  • The project proposal demonstrates how final project results can add value to the creative industry and how these results will be effectively shared with the creative industry.
