Europa: Programma’s & Calls

Below, you'll find an overview of relevant programmes & calls. Also have a look at the interactive CulturEU Funding Guide of the European Commission and the guide EU-financieringsmogelijkheden voor bedrijven (in Dutch) from VNO-NCW for an elaborate explanation.

Horizon Europe (2021-2027)

Horizon Europe builds on the success of Horizon 2020. With Horizon Europe, the European Commission (DG Research & Innovation) aims to increase Europe's competitiveness by stimulating science and innovation. That means the jobs lies on stimulating and economic growth. Culture and enterprise are used to achieve this. In addition, the EC wants to challenge the business community and academia to jointly devise social games throughout Europe.
Horizon Europe offers opportunities for large consortia of individual researchers and for those active in related research, development and/or innovation. To be able to participate, you must therefore join a large and international consortium.

Horizon Europe

Horizon Europe consists of three pillars and several horizontal actions. Pillar focuses on the major trade that the EU and the world work with. Six clusters have been defined within these pillars, with a number of 'Destinations' within which calls with different topics are bundled. Cluster 2 (Culture, Creativity and Inclusive Society) in particular is relevant for the creative industries. This cluster deals with relevant relationships between government and citizens, government processes, data sharing, cultural heritage and the digitisation of collections. A total of €1.9 trillion has been earmarked for this cluster.

In the other clusters, topics are also placed on the agenda to which the creative industries can make a relevant (crossover) contribution: Health (cluster 1), Civil Security for Society (cluster 3), Digital Industry and Space (cluster 4), Climate Energy and Mobility (cluster 5) and Food, Bioeconomy, Natural Resources, Agriculture and Environment (cluster 6).

The following calls are relevant to the creative industries:

CLUSTER 2: ‘Culture, Creativity and Inclusive Society’

CLUSTER 4: ‘Digital, Industry & Space

New European Bauhaus

The New European Bauhaus wants us to meet and talk about the environment in which we live and about our relationship with nature outside our neighbourhood, our village, our city. It is a practical way to discover beautiful, sustainable and inclusive ways of living and inspiration for our future.

Creative Europe

Creative Europe is the European Commission's (DG Education and Culture) support programme for the cultural, creative and audiovisual sector and consists of two sub-programmes: Culture and MEDIA. The aim of the programme is to protect Europe's cultural heritage and show its diversity. In addition, the committee wants to use this regulation to allow the economic potential of the sectors to flourish and strengthen the European competitive position. Fair remuneration is therefore also an important theme within Creative Europe.

Creative Europe's calls are somewhat more free than those of Horizon Europe: there are goals and frameworks, but you can decide for yourself how you work towards them.

The programme will shape and support the digital transformation of European society and economy and aims to stimulate investment in the following themes: Supercomputing, Artificial Intelligence, Cyber security, Advanced digital skills.

With Digital Europe, the European Commission (DG Connect) aims to ensure the wide use of digital technologies in the economy and society, including through digital innovation hubs, which can also include sports innovators. The aim is to improve Europe's competitiveness in the global digital economy and achieve technological sovereignty.

Digital Europe deals with questions such as: how can we promote data sharing? And how do we get a grip on the legal aspects involved? These are questions that are close to implementation.
