ACTIONPLAN CIRCULAR TEXTILES (ACT)

The Dutch textile sector has the potential to make a strong contribution to societal earning capacity. At the same time, the sector is not yet sufficiently prepared for new laws and regulations, such as the Circular Textiles Policy Programme 2025–2030 and the EU Strategy for Sustainable and Circular Textiles. ACT helps move the sector forward by connecting existing knowledge and initiatives and accelerating the shift toward circular, economically viable value chains.

What is the Action Plan Circular Textiles (ACT)?

ACT is an action-oriented plan to accelerate the transition toward a sustainable, circular, and prosperous textile, clothing, leather, and footwear (TCLF) value chain in the Netherlands. The plan builds on existing sector initiatives and strengthens collaboration, innovation, and implementation in practice.

What is the goal of ACT?

By 2040, the Netherlands will be a leading player in the European circular textile industry. We will harness our knowledge, creative power, and strategic logistical position. This includes strong European collaboration, automated processes, high-quality textile recycling, and business models based on use rather than ownership.

Why is this action plan needed?

The sector is under pressure. Activities are fragmented, economic opportunities remain untapped, and new legislation demands urgent action. ACT brings parties together to build circular chains that are both sustainable and economically viable.

How does ACT relate to the Circular Textiles Policy Programme?

The policy programme sets the direction for the sector. ACT brings it into action, with a focus on earning capacity, creativity, and innovation. This creates a strong link between policy, execution, and impact.

Who is involved in ACT?

The theme team of KIA Social Earning Capacity, the ministries of Infrastructure and Water Management (IenW), Economic Affairs and Climate Policy (EZK), and Education, Culture and Science (OCW), as well as InvestNL, Circular Plastics NL, the Netherlands Enterprise Agency (RVO), Modint, regional development agencies (ROMs), knowledge institutions, and companies from across the textile value chain—from design to reuse.

Can I get involved?

Absolutely! During the second phase (May–November 2025), the action lines will be further developed in collaboration with stakeholders. You can join one of the action lines or contribute to a specific initiative. Email us at act@clicknl.nl.

What are the action lines?

There are four action lines:

  • Facilitation – organizing collaboration and knowledge sharing
  • Digitalization & automation – using technology to enable efficient and circular chains
  • Renewable resources – focusing on high-quality recycling and new materials, such as biobased fibres
  • Circular business models – models based on use instead of ownership, such as rental, buy-back, or repair services

How does ACT contribute to both societal and economic impact?

ACT strengthens the Netherlands’ earning capacity through knowledge, innovation, and collaboration. This leads to more circular products, new business opportunities, talent development, and a stronger international position.
